制播分离:电视业改革的必然选择

电视行业制播分离的大幕已经拉开。这一历史性的改革对于缓解乃至解决我国目前存在的电视媒体迅速增长但制作能力又严重不足、行业财力不足但资源又严重浪费、台外的激烈竞争但台内又缺乏创新和激励机制、国外媒体的踏入国门但国内媒体仍固步自封等四大矛盾,有着积极的作用。当前,国家政策的明朗化,电视的收费化和频道的专业化等改革措施的推出,亦为制播分离提供了可行的条件。

虫草菌丝药物血清对传代大鼠系膜细胞胶原代谢的影响

目的：研究含药血清对体外培养大鼠系膜细胞的胶原合成及分泌的影响。方法：运用血清药理学及胶原酶消化的[3H]-Proline掺入法研究系膜细胞的胶原代谢。结果：正常大鼠血清对系膜细胞的胶原代谢无异常作用，而肾衰竭大鼠血清对系膜细胞的胶原合成与分泌有促进作用，含药血清则有抑制作用。结论：含虫草菌丝的血清对大鼠系膜细胞胶原合成与分泌有抑制作用。     

农民工犯罪若干问题探析

农民工犯罪是指进城务工的农民在城镇的犯罪,它具有城乡流动、经济选择和城镇诱因等特征。研究农民工犯罪应当立足中国实际,继承和发扬"实事求是"的优良学风,加强实证和理论研究。政府要承担起改善农民工城市工作和生活条件的责任,全社会要树立起与农民工一起创造新家园的观念。     

我国未成年人犯罪的立法现状及其完善建议

未成年人的行为是“非人行为”，处理未成年人犯罪时应当关注的是“人”而非“行为”。所以，在处理未成年人犯罪的问题时，应当注重对未成年人的教育、改造和挽救而非简单的惩罚。因此，转变刑罚观念，进一步规范和改进我国未成年人犯罪的立法制度，制定一部系统的专门处理未成年人犯罪的法律规范才是解决问题的关键所在。     

笔压特征在文件检验中的应用

文件检验学理论发展到今天，从某种意义上说已经比较成熟了。但是在实际检案中如何利用好各种有价值的特征，寻找案件的切入点和突破口。为鉴定结论提供充分的依据。则是我们每个文件检验工作者需要不断总结的。笔者发现。笔压（笔力）特征不仅是同一性鉴定中经常应用的一个特征。并且在判断文件的添加变造等方面也可发挥重要的作用。本文通过两起案件的介绍。分析了笔压特征的特点。并探讨了笔压特征的观察方法及其在文件检验中应用的要点。     

Quantitative Phase Analysis by the Rietveld Method for Forensic Science

Quantitative phase analysis (QPA) is helpful to determine the type attribute of the object because it could present the content of the constituents. QPA by Rietveld method requires neither measurement of calibration data nor the use of an internal standard; however, the approximate crystal structure of each phase in a mixture is necessary. In this study, 8 synthetic mixtures composed of potassium nitrate and sulfur were analyzed by Rietveld QPA method. The Rietveld refinement was accomplished with a material analysis using diffraction program and evaluated by three agreement indices. Results showed that Rietveld QPA yielded precise results, with errors generally less than 2.0% absolute. In addition, a criminal case which was broken successfully with the help of Rietveld QPA method was also introduced. This method will allow forensic investigators to acquire detailed information of the material evidence, which could point out the direction for case detection and court proceedings.     

Evaluating Simulant Materials for Understanding Cranial Backspatter from a Ballistic Projectile

In cranial wounds resulting from a gunshot, the study of backspatter patterns can provide information about the actual incidents by linking material to surrounding objects. This study investigates the physics of backspatter from a high‐speed projectile impact and evaluates a range of simulant materials using impact tests. Next, we evaluate a mesh‐free method called smoothed particle hydrodynamics (SPH) to model the splashing mechanism during backspatter. The study has shown that a projectile impact causes fragmentation at the impact site, while transferring momentum to fragmented particles. The particles travel along the path of least resistance, leading to partial material movement in the reverse direction of the projectile motion causing backspatter. Medium‐density fiberboard is a better simulant for a human skull than polycarbonate, and lorica leather is a better simulant for a human skin than natural rubber. SPH is an effective numerical method for modeling the high‐speed impact fracture and fragmentations.     

股票期权制度的法律思考

经理人股票期权(简称ESO)是现代公司的激励机制之一。它的实质是企业所有者对经营者的一项长期薪酬奖励制度,通过这样一种制度安排,企业经营者的效用与企业股东的效用达到均衡状态,保证企业价值的持续增长。随着我国新《公司法》、《证券法》以及证监会《上市公司期权激励管理办法》的出台,我国股票期权制度的实践将走向一个新的阶段。但中国目前的法律和制度环境依然对经理人股票期权制度的推行和完善构成许多现实障碍。为此,必须进行相应的制度改革。     

载体法检验微量检材DNA

目的解决微量生物检材DNA检验难题。方法采用载体法对已知微量血样DNA进行检验，再与目前高灵敏度的Chelex-100提取的DNA检验的相应结果进行比较。结果载体法针对微量血样的DNA检验。不但能得到正确的STR分型结果．同时在检验灵敏度上比Chelex-100法高出2倍以上。结论载体法可提高微量生物栓材中DNA检出率，且操作简单，在法医检案工作中具有较高应用价值。
